A Health Picture of HUD-Assisted Children, 2006–2012

The U.S. Department of Housing and Urban Development (HUD) and the National Center for Health Statistics agreed in 2011 to link administrative records for individuals receiving housing assistance from HUD with records from the National Health Interview Survey. This report uses the linked data for 2006 through 2012 to present nationally representative estimates of demographic characteristics, health diagnoses and conditions, and health care access and utilization for HUD-assisted children ages 0–17. To provide context, similar estimates are provided for two other relevant subgroups: children residing in unassisted renter households with incomes below the federal poverty line and all children in the U.S. population. The report presents raw prevalence estimates to reflect actual conditions for each subgroup, and does not make statistical adjustments for age or other factors to support cross-group comparison of health conditions for similar individuals. Results demonstrate that assisted children suffer disproportionately from serious health conditions.

An Evaluation of the New York City Housing Authority’s Family Reentry Pilot Program: Final Report to the U.S. Department of Housing and Urban Development

In 2014 the Vera Institute of Justice entered into a research partnership with PD&R to evaluate a pilot program to test the New York City Housing Authority (NYCHA) new tenant selection criteria allowing 150 formerly incarcerated individuals to return to NYCHA housing and move in with their families. The two-year evaluation had two main goals: (1) to describe pilot participants’ characteristics, including their needs, experiences, and short-term program outcomes (outcome study); and (2) to assess the pilot’s design, implementation, and feasibility for scaling-up and replicating it in other jurisdictions (implementation and process study). Data collection included in-person semi-structured interviews with program participants, non-participating applicants, family members, and service providers; review of program reports; analysis of administrative data from New York State Department of Corrections and Community Supervision (DOCCS) and New York City Department of Homeless Services (DHS).

Displacement of Lower-Income Families in Urban Areas Report

Congress asked the U.S. Department of Housing and Urban Development (HUD) to examine the effects of rapidly rising rents in urban areas across the nation and ways to avoid displacement. This report reviews the recent research on the causes and consequences of gentrification and identifies key steps policymakers can take to foster neighborhood change that is both inclusive and equitable. Approaches vary, but share a focus on the preservation and production of affordable housing and collaboration and partnership among local governments. This report suggests four key strategies that could address displacement of lower-income families and long-time residents in urban areas and alleviate the pressures of gentrification on housing affordability and community stability.

Urban Landlords and the Housing Choice Voucher Program: A Research Report

This study investigates the role of landlords in low-rent housing markets in Baltimore, Cleveland, and Dallas and the role landlords play in shaping the residential experience of low- and moderate-income renters, especially households in the Housing Choice Voucher (HCV) Program. The study is based on interviews and observations of a sample of 127 landlords and property managers, seventy-three percent of whom accept housing choice vouchers. The report shows how local rental markets influence landlords’ interest to participate in the HCV program, including: (1) financial motivations (reliable payments); (2) attitudes about housing voucher tenants; and (3) interactions with the public housing authority (PHA). Among landlords who chose not to participate in the HCV program, the primary reasons stated were negative experiences with the program itself, including frustration with the inspection process, general bureaucracy, and disappointment when the PHA did not take the landlord’s side in conflicts between landlord and tenant. The study suggests there are opportunities to recruit landlords into the HCV program by focusing on the things that matter most to them—reliable rent payments and tenants who stay a while, help care for the property, and do not cause damage.

Tell Us About Your Home: Three Years of Surveying Housing Quality and Satisfaction in the Housing Choice Voucher Program

This report presents information on the quality of housing occupied by participants of the Section 8 tenant-based rental assistance, or Housing Choice Voucher (HCV) program. In fiscal year 2006, Congress provided $14.52 billion (after carryover and rescissions) for this program, which helped approximately two million low-income households obtain decent, affordable housing in the private market. The HCV program is administered locally through approximately 2,500 public housing agencies (PHAs). Each PHA is responsible for ensuring that all housing in the program is decent, safe, and sanitary. Tenants lease units that have been inspected by PHA staff before move-in. HUD requires PHAs to re-inspect each unit at least once annually thereafter. The inspection requirement is part of how HUD oversees the program and verifies that Section 8 tenants live in decent housing that meet the program’s identified Housing Quality Standards (HQS).

Proposals to Update the Fair Market Rent Formula

The Senate Committee report accompanying the 2018 appropriations act expresses concerns about the accuracy of FMRs, particularly in areas where rents “have risen quickly.” The report directs HUD to submit a report to the House and Senate Committees on Appropriations “describing proposals to update the FMR formula to more accurately reflect the current housing market.” This report recounts the manner in which FMRs are calculated and discusses measures of the accuracy of FMRs. Within the report, HUD breaks the FMR calculation into 3 components and describes the potential sources of inaccuracy for each component along with possible remedies. The 3 components are the FMR trend factor, the inflation-based update factor, and the base rent data from the American Community Survey.
